This allows the ECM to enter closed-loop fuel control quickly. P0135 means the heater circuit in the Bank 1 upstream O2 sensor is not functioning — either the heater element inside the sensor has burned out (open circuit), the wiring/fuse to the heater has failed, or the sensor's ground connection is poor. Without the heater, the sensor relies on exhaust heat alone to warm up, which can take several minutes. During this extended open-loop period, the engine runs on a rich default fuel map, wasting fuel and producing higher emissions.
